Purpose and Scope

The purpose of this role is to support the PMO Manager and the Programme Director in the delivery and assurance of deliverables within the Programme. It will involve the setup and operation of a local Programme office, including support resources and the implementation of common controls, governance, project management, assurance, reporting and delivery processes.


Duties & Responsibilities:

  • Implement the necessary Programme support office framework, disciplines, organisation and resources.
  • Provide leadership to the local Programme office team and be responsible for workload management, ensuring resilience/cover and prioritisation of adhoc work requests versus core deliverables
  • Be the key liaison point between the central PMO and the Programme
  • Implement pre-defined PMO owned controls and processes, including project management, demand management, risk and issue reviews, change control and document review processes
  • Develop and implement the terms of reference for specific Programme and Project Boards
  • Review, comment on and prepare submissions to governance boards
  • Define and implement the agenda for key Programme meetings
  • Manage Programme response to external and internal audits of specific programmes and projects
  • Review proposals and business cases for projects in the Programme
  • Support, review and correct change requests raised in the Programme
  • Monitor and ensure compliancy to project management methodology and other common standards and processes.
  • Work with the central PMO to monitor and assure a close control of all key project management deliverables (such as customer proposals, business cases, project plans, change requests, PIDs etc.), ensuring these are delivered to the quality expected. Also provide assistance in production of key deliverables as necessary.
  • Review and correct project manager status reporting.
  • Compile and distribute regular and ad-hoc reports, assist in the production and presentation of information for both project and management use.
  • Maintain and coordinate Programme level risks, issues and dependencies. Communicate key Programme and project red risks and issues to the relevant parties ensuring that they have the visibility required to produce an effective plan.
  • Work with customer services to manage pipeline of projects into Programme
  • Ensure resource capacity is optimised for current and pipeline projects
  • Any other reasonable duties as defined by management

Decision Making Framework

  • Risks, Issues and Action tracking and reporting. Escalating to the management team as appropriate
  • Liaison with teams to assist in problem solving where required
  • Escalation of issues and risks through Group IM and corporate governance as appropriate and instructed

Job Holder’s Command

  • The post holder will provide leadership to other support officers that work in the Programme.

Skills & Experience:

  • Significant and demonstrable experience of leading a small PMO team and management of associated work assignments.
  • Significant and demonstrable experience of defining, implementing and maintaining review and quality assurance activities, covering project status and exception reporting, risks and issues, change control, key project management deliverables such as business cases, PIDs, project plans etc.).
  • Significant and demonstrable experience of defining, implementing and maintaining governance and controls, such as project governance boards and gate reviews.
  • Significant and demonstrable experience of demand management, covering the planning and take on of pipeline projects with associated resource capacity management.
  • Demonstrable experience of preparing customer proposals, including the presentation of indicative costs and timescales for projects.
  • Skilled in use of excel, sharepoint and powerpoint for reporting purposes.
  • Prince 2 Accreditation with excellent, demonstrable understanding of project management skills and techniques
  • Excellent organisational and administration skills, with good attention to detail
  • High standards of written communication, verbal and numerical reasoning
  • Excellent report writing and presentation skills. Can understand and assimilate information from multiple sources and prepare and present reports to various audiences (Internal and external)
  • Good written and oral communication skills and the ability to explain and present performance results and analysis
  • Good analytical skills and sufficient knowledge of the issues involved in information reporting
  • Good team player that can quickly build rapport with individuals from all grades and sections of the company
  • Good problem-solver, able to work under pressure, coping with many competing demands
  • Adaptable, approachable and flexible approach to work
